Using the 2 second rule from the HC, 1.5 car lengths is a safe distance at 7.5 mph not over 40. Peter said he was approaching bends, in which case he wouldn't have been able to overtake safely. If he had tried to overtake the learner could have become confused and gone anywhere.

It doesn't take anyone with knowledge of driving standards or qualifications to know that a car should be on the road and not upside down in a farmer's field having left the road and rolled through a fence. The farmer used to have a hedge there, but it has been damaged so many times by cars going through it that a wooden fence is easier for him to repair. The police driver proved that he was no more capable than many other idiots on the road.
