Cop Dirty Tricks 3076

The guy is a paramedic, witnesses someone having trouble breathing, and gets out to buttist. Leaves the area to ride to the hospital with the person, or drives the victim to the hospital in the victim's car.

The guy is an undercover cop, and observes some suspicious activity. The perps go around the edge of the building, so he gets out to have a look.

The guy has a medical emergency, determines he cannot drive any further, and stumbles off toward the theater lobby to get help. (Not privileged, but could probably get the ticket waived under those circumstances I would think.) (OTOH, the cop would probably have knowledge of such goings-on.)

The guy is an off-duty fireman who believes he sees a fire in the making, and exits his vehicle to investiage.

1) Time is of the essence, and the delay in "calling someone", whether an ambulance or a cop or someone else, would likely either result in the situation getting worse or maybe even deadly, and,

2) The person would probably be excused from the ticket by a court.

But if a cop, or someone else, decides to inflict punishment before there is the due process of a legal process in the court, then not only is the person punished, perhaps unjustly, but the further need for the car by the 1st responder to further or complete their task may be thwarted, further exacerbating the situation. This could occur when the UC cop comes back to use a radio in the car, and can't get in, and the perps get away because of it. Same situation for the off-duty fireman.

Er, is that info in the database? I wouldn't think so - something like "undercover" would, I think, be kept with as few people knowing about it as possible. The more people that know it, the more likely the info is to be pbutted to the bad guys. It'd only take one bad-apple DMV clerk to be able to blow the UC cop's cover.

No one knows that a crime has been committed until the court says it has been committed.

And LEO's get this wrong way more than private citizens do when they are personally attacked. LEO's sometimes shoot the wrong person. But it's just a hazard of having to act without all the information. There is no such imperative to act when the situation is an illegally parked car.
