These are special exceptions, but possibilities nevertheless. And no third parties should be taking actions to make the situation even worse, whether they're cops or not.
1) Write the ticket.
2) Call the tow truck.
3) If the perp comes back and moves the car before the tow truck gets there, then the problem is resolved SOONER, which is a good thing.

Not me. I'll lobby to write the law to prohibit the cops from making things worse, like locking the car with the keys in it. Then NOBODY can move it, even if there's a fire and the fire truck needs the space and the car could have otherwise been driven out of the way by anybody without looking around for something to break the window with, or breaking it with a body part and possibly getting cut, etc.
