The crime was already committed.Towing is called for per the law. I believe it's also illegal in many places to leave your car with the key in the ignition,unattended.An invitation for theft of the car.

Locking the keys in is "securing the vehicle",prevents it from being stolen,possibly harming others in the process.The LEO has no duty nor right to keep the keys upon their person. And there's no guarantee WHEN the auto's driver may return,thus the necessity of locking up the vehicle.(with the keys inside)

IMO,towing is part of deterrence;if you don't want to have your car towed,don't leave it where it does not belong.And don't unpleasant woman and whine when it does get ticketed and towed.

I note that Orlando has a law that if a person returns to their vehicle(illegally parked in a no-park zone) while it's being attached to the tow truck,*before the truck leaves*,they can pay $50 on the spot and have it released to them,otherwise,the vehicle gets towed and it costs them a max of $100.(and they have to have no outstanding tickets,proof of insurance,and a valid DL and registration before the car gets released from the tow lot.)
