Nope, that's a myth. Illegals may be lying on all their paperwork - for instance 10 guys working off one SS number - but cash for work enterprises aren't that common. People with criminal records do the same thing, move to Alaska or Florida and swap SS numbers all over the place.
People who do domestic labour can be paid in cash with little chance of repercussions. Companies or contractors don't want to mess their entire operation with too much black market labour.
If the workers fill out the paper work, then the onus is on them rather than the boss. It's a far better condition to find oneself in than hiring undocumented workers and paying them off the books. One gets you a slap on the wrists, the other gets you an audit and charged with labor offences.
How does this contradict my statement? Sure, 2 party systems favor corruption since their are only 2 possible candidates for a job. Paying off 2 is easier than paying off 3, 4 or 5.
The 2 party system doesn't favour you or I.
