As someone else pointed out, headlights can be tricky to fix if there is body damage involved (a bad fix or a poorly done improvised replacement can not only put too little light on the parts of the road you need lit up, but also shine right in the eyes of other drivers), but it's usually easy and cheap to either McGyver a taillight or get a replacement unit out of a junkyard.
Well, yes, it's annoying to get pulled over like that... but how often do you hear of some fairly bad actor, who's been on the lam for anything from minutes to years, finally getting arrested after being pulled over for a minor traffic violation or some equipment on the fritz? Quite the cliche of the police blotter, in my experience.
