There are times when I wonder if it wouldn't be a bad idea to bring back some sort of inspection program here in GA (was discontinued in the early '80's due to abuse by mechanics doing the inspections, although some counties around Atlanta do smog checks, IIRC). The only reason I dread driving at night (something I otherwise enjoy) is people with faulty lighting systems. Sometimes the only way I can see some cars is when *my* head lights reflect back from the other car.
