Look at it from the other persons POV, with a slightly different speed.

In medium heavy traffic, on a 2 lane road, L2 can be full of people doing 80. Someone else is farting along at 40 (this is *not* uncommon - I'm often coming across them on the A55 and M56). The last part of the puzzle is someone doing 70.

If they see you in the distance, they'll try to merge with the heavy traffic to their right (doing 10mph faster than them), but not be able to (because L2 is full of BMWs, Audis and Vectras, nose-to-tail).

Eventually, 70mph bloke will be forced to slow down to your speed (40). They then have to wait for the traffic to clear enough to pull out, but because of the low speed that you're doing, that means having to increase their speed by 40mph in a very short space of time, to move to L2, overtake you, and then move back to L1, before they cause inconvenience to those in L2.

Trucks will be driving along (99% of the time, except up steep hills) on their limited at 56.

If your vehicle is capable of going faster, IME there is no excuse for be going slower than a truck, certainly not like the 30-40mph people I so often see.
