Last time, one man of a political and economic powerful country wanted to expand it's borders to shore up a then not so obvious drop in it's fortunes as a nation. Between aquisition through invasion, and the business increase through war, he managed it, and wanted us to join him. we very nearly did, but then we refused because of his history of genocide against his own ethic minorities.
This time a man from a powerful nation, with a very bad history of genocide against it's native minorities, and a failing economy decides he needs to boost the economy by taking the oil of another soveriegn state by invasion and instalation of a puppet government (think WW2 france), and we go along. It can't just be language that made the difference, Dubya barely speaks english too.
