You learn to walk before you can run. The driver has only just pbutted his test, and therefore doesn't have a huge amount of experience. For him to get practise he should either get a bit more experience on the roads first, or start with easy overtakes. He could start by overtaking a car on an open road with no traffic around, and he would get an idea of how long overtakes take etc. Certainly if an overtake is going to be tight you don't take it unless you have enough experience to be sure. I've been in similar situations recently, but I decided that it was too risky because there were junctions approaching, and the road was narrowing.

Yeah, I rember a van driver on his mobile phone at a roundabout a while ago. I thought he was going to pull out, so I stopped just before him, and as I stopped he pulled out, but them slammed the brakes on when he saw me stopped there lol.
