It isn't phrased in such a manner.

You are basing your argument on the buttumption that "the junction is dangerous" isn't, in fact, correct.

However, there do exist junctions at which it is impossible to drive in such a way that is entirely free from danger. This I would call a dangerous junction.

For example, a narrow street behind my house. There's a T-junction with a large wall resulting in zero visibility when turning left on to the "main" road or right on to the "minor" road (both of which are rather narrow). When turning left on to the "main" road, you have to stick your nose out onto the road a bit before you can see. No matter how slowly you do it, you're at risk of being hit by someone coming along the road too fast (also very limited visibilty further along the road to the left, due to blind dips, walls, and a... cliff, I guess).

There is an alternative route to get to the same place. It involves going down to the main road and using two mini-roundabouts, which have much better visibilty.
