The point being that if enough people use the term "dangerous road" to absolve themselves of blame and pbutt the buck, then that IS what it means. It doesn't matter what the dictionary says. The dictionary WILL change to reflect usage. As more people hear the term in news reports, more people will use it in conversation and so it grows. More people will use the term and more people will hear it...
That trend CAN be reversed. It can be started very simply by news resports NOT describing roads as dangerous. You can achieve exactly the same shift in thought but to the greater good instead.
