No, it is due to the Americans who don't bother to demand that US does away with its antedulivan NHTSA and the FMVSS in favour of ECE as well as harmonising the pollution regulations with EU. Next in quere is the domestic manufacturers not wanting to lose further market share when the US market is flooded with more compebreastion and more offerings.
Australia opened up its market to ECE vehicles by adjusting its Australian Design Rules more and more toward ECE. Look at how incredible General Motors- Holden and Ford Australia have improved their products lately. In the 1980s, they were so bad and could never survive without heavy governmental intervention, namely increasing the import duty.
Oh, the average cost of engineering, certifying, and homologating the vehicles to meet US regulations is about $10million per model (according to Europa, Inc who did the certification process for the Mercedes-Benz G-Clbutt in the 1990s before Mercedes-Benz began the official importation in 2002). I have seen the study (but have since lost that copy) where it cost on the average of $2.000,Ð per vehicle for the US regulations.
