and the relevant manual for local councils to follow is the DfT Traffic Signs manual 2003 - Overtaking lines specified in Chapter 5
This appears to be relevant. I've typed the whole DWL - Road Studs section for context -
"DOUBLE WHITE LINES
ROAD STUDS
5.11 Regulation 31(3) requires double white line systems to be fitted with road studs. Except in the circumstances detailed in para 5.12, a single row of bi-directional reflecting road studs is placed between the lines at centres between 3m and 4.5m. Other than at level crossings, where a spacing of 4m should be used (see para 19.16), it is recommended that 4.5m spacing is adopted in all new installations. Provided they are within the above dimensions, it is not necessary to change existing installations to 4.5m spacing merely to comply with this paragraph.

5.12 Where the road marking shown in version B of diagram 1013.1 is so placed that the continuous lines are more than 175mm apart and separated by the cross-hatching shown, the studs may be fitted in opposite pairs, within the width of each of the two lines, as an alternative to a single row between them (regulation 31(4)). When they are fitted in pairs, studs should be uni-directional so that only the line of studs fitted nearer to the driver is fitted with reflectors which can be seen by that driver."

It seems as if this type of double studs are only allowed with cross hatchings.
Unfortunately the document isn't online and I had to email bits. Because there were so many cross references to other sections, after a while of requesting the referenced sections I gave up. I asked them to put it online, so ask them where it is. If they haven't, then if you start asking them to send the relevant sections as I did you may annoy them sufficiently to get it placed online !

Unless you are likely to be banned under toting up, in which case you may have to succumb to the blackmail of the discounted fixed penalty notice, don't be afraid of going to court. It's simply a place where the judge listens to both sides of the argument and makes a decision. You can be represented for free I believe by the court solicitor.

One of my pet hates is incompetent local officials chickening things up and making stupid decisions which cause hbuttle, cost and inconvenience to the people that pay their salaries. Misuse of overtaking lines by local road traffic officers is increasing in breach of guideline 5.5 "It is important that the marking is not used where the appropriate criteria are not satisfied, otherwise it will be bought into disrepute and eventually use the respect of drivers"
