It may well be effective, but his suggestions are dangerous. What if you're sitting at a red light with your engine off and you hear a screech behind you and see someone who cannot stop in your mirror. If the intersection was clear you'd normally plant it and get out of the other drivers way, but by switching the engine off, you've ruled out that choice.

Ditto if you're coasting along out of gear on any road, all of a sudden a dangerous emergency situation arises where you may have been able to accelerate out of trouble to avoid an accident, again that option is gone!
We should all drive a tad more conservatively with petrol prices going up, but putting ourselves in extra danger over a few dollars a week is not worth it. Having an accident as a result of trying to save fuel would quickly eat into any savings someone may have made because of insurance excess, increased premiums, fines, court costs etc.
