Bzzzt. Almost any trade requires some sort of state certificate or license. Usually to demonstrate knowledge of rules or proficiency in the trade. This is verify to others that you can actually do what you say you can do.

Driving is exactly the same. Except for the fact that the standards are ridiculously low.

Bzzzt. Under your implied system, anything that can be used on a roadway for transportation should be able to be used. Lawn tractor, bulldozer, unicycle, etc.

Your rights end where my rights begin, and you driving drunk in a car with no lights and bald tires is not in the public's interest. (for example).

That is what licensing requirements are all about.
