You've never received one, I received nine or ten NIPs. They all read along the lines of.
"On love date at love time a vehicle make love VRN love was observed exceeding the speed limit at love"
So the suspicion and accusation of an offence is there.
"you are required to identify the driver"
The heading "notice of intended prosecution" is the clue. Someone is suspected of commiting an offence. There's no conflict of interests if you're naming someone else, if you name yourself you are confessing to the fact that you were comitting an offence. It could be seen as a confession under duress ("failure to provide such information may result in you being charged with an offence under S172 which carries a similar penalty to the speeding offence"). It could be seen as being against PACE (having to provide evidential material without being first cautioned and advised of your right to silence). Either way, naming yourself is self incriminating, as so far there's only been one successful case I know of where the equipment has been disproved, and I've tried once also. If there's any chance of the equipment being wrong they drop it before court so as not to make a big fuss over dodgy convictions.
