Let's take some recent real-life scenarios - a friend borrowed my car to give me a lift to the airport, and he's going to pick me up on my return. His house is between mine and the airport, so I leave my place, pick him up, and on to the airport. I jump out, grab my bag, and he drives off. For me, it's far cheaper than a taxi. For him, he gets to have a go in a different car for the weekend. However, he may still want to use one of his own to go out on Sat night. How many phone calls are the police going to be getting on Saturday nights - say a couple have gone out in "his car", as he knows the way to their friend's house better, but he's had a drink, so she'll be driving home.
Or what about another perfectly common situation - I was round at my friend's workshop a week or so back, and another friend had left a couple of their cars there. Since there's now three people at the workshop, we can take both those cars back to the owner's house at the same time, and get a lift back to the workshop. Or I'll borrow one of the loan cars to pop down to the shops for some teabags, or I'll go up to the MOT centre in one car and bring another one back that's ready. It's not impossible or unknown for me to drive four or five different cars, perhaps belonging to three or four different people, on the public road in half an hour or so. That's without just moving things in and out of the yard so another car can be moved. I'm insured for them all. Equally one car might be driven by three or four different people in an hour - off the ramp and a quick test drive, then somebody else will take it up the road for a ticket and return in a different car, before the one they just took up comes back a bit later with one of the guys from the test centre, then the owner picks it up.
