I would sleep somewhat easier if a PNC check was always carried out - are you suggesting this is so ? I could certainly imagine that traffic officers would do this routinely before or during a "stop", but once such a job is devolved to a camera partnership, it is not so clear. (Who staffs these, how accountable are they ? I know where I am with a uniformed identifiable officer, but not some faceless bureaucrats) . Likewise, I am sure that providing a copy of any photos must cost just a few pennies, but remain suspicious of those authorities who refuse to do so until the keeper butterts his right to a court case, whereupon he also incurs the wrath of the magistrates for "wasting their time" and will be fined more as a result if indeed he is found guilty. As the camera photo is the only evidence of the crime, what purpose does it serve to refuse to present it ? Only suspicion and mistrust of the system can result, and not just amongst the guilty.
Still, at least the procedures for speeding offences seem to be fairly rigid and understood. Get cloned and "nabbed" by one of cuddly Ken's congestion police and you apparently face ever-increasing penalties while you attempt to prove your innocence.
