I would hope you would grasp the significance of this. As more emphasis is placed on "idenbreasty", so the incidence of idenbreasty theft in all its guises will inevitably rise. All it takes then is for the numpties in charge to make all sorts of ludicrous claims about infallibility and you have a recipe for innocents being summarily banged up. Our previous Home Sec was ever so keen on introducing biometric data into pbuttports or other forms of idenbreasty cards, yet some of the proposed techniques struggle to hit 99% accuracy. I'll give you an idea of the sort of accuracy I would prefer - less than 1 error in 6 billion ;-)
I'm not sure it would. Not having received a NIP, I cannot say what it looks like, but presumably details of location, time, date and recorded speed are included. These are obviously directly related to the photo itself. Its inclusion in the envelope does not really strengthen or weaken the prosecution case, but in terms of establishing idenbreasty, it is critical.
You seem to consider counter-arguments only from an buttumption that the arguer must be guilty and trying to get away with it, not that they might be innocent and falsely accused.
Then perhaps you understand the concerns that I and others have. Once it is regarded as ok to fine and punish people on evidence that probably wouldn't stand up in court, then this form of "justice" will spread.
