Hi, thanks for all the replies (the serious polite replies that is!). I perhaps wasnt as clear as I could be with my original post...

As he would with any situation where a car bearing his VRM had been seen committing offences. The police have to investigate, the registered keeper has to be questioned - and yes, if he is a suspect he has to try and demonstrate that he should not be a suspect. This is how crime and investigation works.

It is not normally usual for someone to clone a car and operate it in the same area as the 'original' - for the simple reason that there is a danger of the 'real' owner (or relatives-friends of his) seeing another car bearing his registration mark. If I go to see a registered keeper and say, "Your car has been seen speeding in Aberdeen on xx date." and he then says to me, "I have never ever been in Aberdeen - and I was certainly not there on xx date. I am the only person who drives my car and so I know for a fact that my car wasn't in Aberdeen on xx date." What do you think I am likely to say? a) "Don't give me excuses - it was your car and you're booked." or b) "OK, then there's something weird going on here. There's a possibility that someone is using your registration mark on their car. Can you remember where you were on xx date and who you were with?" etc, etc. Even if the answer to the last two questions is 'no' then the fact that there is an outright denial that the car has ever been anywhere near Aberdeen, and the manner in which that answer is given, will inevitably lead to further investigation and it is highly unlikely to result in process. You have a very dim view of the police (probably from watching The Bill!) and seem to be under the impression that we are out to victimise people at every opportunity. It just isn't like that at all - only on the TV.
