Sorry Kev, but the premise that "speed kills" has been done to rest and I think most of us agree that it per se does not. Case in point those of us that drive at high speeds on public roads and live to post about it. Your statement above is representative of the nanny state we're living in.
Ban beef on the bone as it may cause a few people to get ill. Recommend against raw eggs because they may contain salmonella. Ban the possession of handguns because one person in an unstable state shot 37 people when the police, had they done their job, should have revoked his license anyway. Criminalise millions of motorists (I'm on 4 points as of last week, may be seven by end of month, had a clean license for ages) for driving safely but not watching their speedo all the time.
Do I sound bitter? Yes. One because I like soft boiled eggs, I think target shooting with hand guns is a very send sport, and I've never had an accident where speed has been a contributory factor - yet now I'm gonna add up to 3 hours onto my working day because I'll have to speed watch rather than concentrate on driving outside peak hours and driving safely and quickly - or risk one brush with the police and a loss of license.
