Then the lights are not timed correctly. Fix the timing. Sync the lights. Nahh... easier to make money off the broken system.

Simple logic, potentional fine. As in increased chance of one. Again, you are just adding text and not countering any point I made. Proper engineering still reduces red light running more than cameras.

SanDiego is the prime example of why RLCs are inferior as a safety device and the abuses that can come about when they are installed.

They are an inferior for safety. They allow government to prey on the people. They increase collisions. (a number of studies show this, see:

Do you really think every corrupt government has been caught and everyone refunded? Aren't you naive. Let me guess, you'd support viewscreens in every home with your trust of the system and government.

Why is it a screw up? Let's say the cost of the ticket is $100 and fighting it costs $250 (time off work to go to court, travel, etc). And throw in the fact that it's in the meat grinder of traffic court or some department of revenue where the chance of victory is slim. Most people just pay. The government knows this. That's why the fines aren't $5,000.

Because if the fines were $5,000 people would choose to fight it and government revenue would drop.

And if the camera isn't set up properly, if the intersection isn't right, etc and so forth, you just get babbed and money stolen from you.
