So you catch a few of the people who run red lights intentionally. You catch many who were just SOL. Somehow you think this is better than actually doing something that drops violations over 90%.

Look, local governments rig the system. Period. All you law-and-order types who think that the law is law and the government can do any dirty trick sicken me. There was one case where cops were turning signals red as vehicles entered an intersection or something along those lines. But hey, whatever floats your boat.
Again, show it's greater than fixing the underlying intersection problems. You aren't.
