What is causing the driver to be impatient? Is it because the 5 traffic lights leading up to this one are not synchronized and turned red as he approached each one? Was the impatient person waiting to turn left but got caught by the red because there was too much traffic? Did the light go from yellow to red too quickly because the actual travel speed on the road is higher than initially anticipated? There are questions that need to be answered before you can come up with the proper solution. That is why you higher an engineer to study the intersection and traffic patterns around the intersection to figure out the proper solution. A camera is never the solution to the problem. At best it addresses a symptom of the real problem.
How much lower would the injury and accident rate be if a proper solution had been put in place?
It is very stupid not to do this. It costs nothing and does help in the prevention of accidents.
A policemans conjecture is meaningless. As you say, there are no before and after numbers to back up this claim. Most drivers don't even realize that there is a period where all 4 sides of the intersection see red.
You are traind one type of accident for another type of accident. There are other methods where you reduce all types of accidents. That is why it is stupid.

There are a certain number of drivers, thankfully it is a very small number, who will run red lights no matter what. You can be sure that even with the cameras in place, there will still be idiots who will run the red light. A camera is not going to help with these folks. Those folks needs to be identified and then if they continue their poor driving habits, have their license taken away. Since in most places a camera ticket is similar to a parking ticket, it will not help get these drivers off the road. They can continue to run all the red lights they want to and get to keep their license as long as they pay the ticket. Cops spend too much time hiding behind the bushes handing out speeding tickets on road that are underposted. If they spent more time on the road, they could identify these poor drivers and give them tickets that would eventually lead to the poor driver losing their license. ---------------- Alex
