Might want to time lights together then. The problem is likely that the lights are timed properly one to the next so people are pushing it not to stop at every intersection.
Timing becomes most critical when roads are crowded. This is why sloth drivers are such a problem as well. They screw up the timing of traffic.
Improve flow. Don't make people impatient by having a red signal every 1-4 mile.

Police say whatever supports the revenue generation. Data is what rules. Data on intersections where RLCs were added and then the intersection fixed show that fixing the intersection made RLCs unprofitable. The number of violations dropping to below the value to pay for the camera. The response has then been to move the cameras elshere.

You sound like the speed kills morons who don't want to deal with the driver training issues, the lack of lane discipline, etc and so forth, they just want to make everyone go slower so the crashes hurt less.
