Its very simple, speed is not the cause of most accidents.
Go back to 1990 when we had no cameras and far more traffic police, people who were driving unsafely would be delt with. Police would catch people with unroadworthy vehicles, uninsured vehicles, drink drivers, tail gaters, careless drivers and dangerous drivers. But today in 2005, a driver can drive as dangerously as he likes, drink as much as he likes, all he has to do is learn where all the fixed cameras are and slow down for the immediate kill zone of that camera and speed away. Even if he gets caught, it is just 3pts and a small fine.
The road casualty figures show that despire cameras, road safety has not improved since 1992. Prior to the introducation of speed cameras, road safety was improving year on year.
But what do a thousand extra rests a year matter, as long as the camera partnerships can build up their cash generating empires, enabling them to employ more people so that their managers can justify ever increasing salaries, while hospitals have to divert resources to fight the buracracy of their ambulences getting tickers while attending emergency callouts.
