You mean the car ahead of you IN THE INTERSECTION just stays there in spite of traffic coming at him from two or more directions? I've never seen anything that stupid even in Alhambra.
As long as you are in the intersection (over the limit line) when the light turns red you are obligated to continue on out of the intersection. If the traffic is backed up in the area you plan to turn into then of course you can't enter, but I've never seen that happen. Ever. Most likely scenario is that there is no break in the oncoming traffic and you can't actually complete your turn until it has stopped due to the red light. Accordingly, the most reasonable thing is for everybody to move as far as possible into the intersection to enable the most cars to get through on each cycle, even if ALL must do so on the red light. This does NOT mean starting into the intersection after the light turns red, even though this happens a lot around here.
What if YOU are the front car? Is the truck coming through from the left on the cross street, the one you plan to turn into? Why is a vehicle in the intersection before, during or even after your attempted turn? I'm missing something here.
