Absolutely. On one occasion I had two punctures on the same day, I counted 5 other cars on the road that night that looked like they were changing wheels. If I ask people about it, they say that all the money to fix the roads is stolen by the administration.

I find that they'll let you out if they don't have any choice, i.e. you've pulled out far enough to stop them. But usually nobody is annoyed at having to do so.

Indeed, and you might as well ignore any signals on a moped, as they will have invariably been for a previous journey...

On my first trip to Rome, I was on the Raccordo (ring road), and there was 4 lanes of traffic in the 2 lanes plus hard shoulder.

Speeds are slow due to traffic, but I haven't noticed any other natural slowness. I would say the reverse. The speed differentials are larger too. On a 30km-h road I regularly drive on, the speed varies from 50 to 110, with 80 being the average. On motorways, the drivers that want to go fast are very aggressive.

I've noticed that. I presumed that they have to have the lights on as they do in some other countries, but the sirens mean they actually want to go somewhere in a hurry. Never checked though.
