Beyond that, you've added your own interpretation of how that somehow translates into no need for drivers' licenses. Your one ruling, from about 100 years ago does not mean that our laws today are unconsbreastutional. They're used everyday.
If I witness someone recklessly endangering others, I take them straight to jail as required by the Texas Traffic Code under Reckless Driving which is a Clbutt B Misdemeanor. On top of that they'll be charged with the Clbutt C Misdemeanor of Driving Without a License.
