The point is that they are consbreastutional, no court has ever said that they are not, they are in our states' laws, and they are enforcable.

There's nothing to discredit. I have provided you cites of laws which are current, consbreastutional, and enforceable. Just try driving without a license and you'll see firsthand if you are stopped and asked to present it.
I guess they figure that if you're driving within the rules and you have the experience you shouldn't need to be re-tested.
They do with a driver's license. That is the one place where all of your driving history can be stored since every jurisdiction keeps their own records. It's a place where they can all come together on one document.
