No, that is not what is happening. Nobody is required to obtain a Liberty License before being allowed to exercise their Right of Liberty. For the Law to presume one must first obtain a Liberty License before being allowed to exercise their Right of Liberty would be to presume to convert a Right into a Privilege. No State shall pbutt any Laws which would convert a Right into a Privilege.
And, as we do indeed have the Right of Transit Ordinarily used for Personal Travel at our Own Inclination on our Public Highways, State Licensing Laws which would presume to convert that Right into a Privilege do so without Due Process of Law, and are therefore UnConsbreastutional.
