Not regulated, but verified. Only owners of property have a Right to consume and dispose of that property as they choose. In the case of certain types of property, it is an acceptable practice to need verify ownership. Only citizens have a Right to vote. It is an acceptable practice to need verify citizenship. And, only citizens have a Right to travel on public highways for which they pay taxes. Although, as most of those taxes are collected via gasoline taxes, I see the need for verification even less important than that for proof of ownership or citizenship for voting.
