Exactly. Because even though they have a Right to Travel on our Public Highways, they only have the Right to do so by exercising the Transit Ordinarily exercised. That being because Extraordinary Transit, such as walking, would Obstruct the Transit Ordinarily Exercised on Public Highways.
Consider side walks, although that is not the primary issue here. Even if one has a Drivers License, they still do not have the Right to Drive Automobiles on Sidewalks, because that would obstruct the Transit Ordinarily exercised on Public Side Walks.
As State Licensing would presume one must first obtain PERMISSION through Licensing, States Laws would presume it is NOT a Right, but a privilege. Isn't that what they've been pounding into our heads for about 70 years now?
Even if I accepted this rationalization for converting this Right into a Privilege, which I do not, then once one has demonstrated a proficiency and knowledge of the rules of the roads, why must they be required to keep returning every few years to renew their Licenses, when the process of renewal doesn't even involve a test of their proficiency and knowledge of the rules of the roads?
Other than the fiscal greed aspects of this, this is primarily the whipping post, where the positions of master and slave are regularly whipped into our minds.

Even without Licensing, just as with our Right of Liberty, if one breaks the rules protecting the Rights of others, that one's Rights can and should be denied of them, by Due Process of Law.
