Perhaps you could explain how your posted link in any way disproves the statements.

Hint: It can't, because the statements are factual, with some exceptions. (i.e. applying for a job involving children or in finance). They do, however, explicitly apply to an application for insurance.

Unfortunately, the Act is not online, so I can't get a definitive link. However, some 3rd party opinions on this matter:

If the proposal form asks whether the applicant has any previous convictions, the answer can be 'no' if the convictions are spent. This is the case even if the conviction is relevant to the risk which the insurers will underwrite. (For example, spent motoring convictions are not required on a proposal form for motor insurance.)

Please note that you are not required to disclose convictions regarded as "Spent Under the Rehabilitation of Offenders Act 1974".

The Rehabilitation of Offenders Act 1974 enables some criminal convictions to become 'spent', or ignored, after a 'rehabilitation period'. If the proposal form asks whether the applicant has any previous driving convictions the answer can be no if the driving convictions are spent. This is the case even if the conviction is relevant to the risk.

After this period free of further convictions, the conviction is "spent", conviction in any context, including when applying for a job, or obtaining insurance, or in criminal or civil proceedings.
