As I understand it from the Speed Check Services SPECS presentation cameras appear to operate in pairs. There is an Entry Camera and an Exit Camera and they're not the same.

The Entry Camera has one black & white camera, and from the example (which may or may not be representative of reality, though I suspect it is), its primary aim is to capture the number-plate of any vehicle pbutting under it.

The Exit Camera has two cameras, one black & white and one colour. The black & white captures the number-plate, as before. The colour camera is a wider angle of view to show the general scene.

ICBW but it does look like, to use your example, camera pairs would be matched as follows:

A1-B1, A2-B2, A3-B3, A4-B4 ('A'=Entry, 'B'=Exit) C1-D1, C2-D2, C3-D3, C4-D4 ('C'=Entry, 'D'=Exit)

Drawing on the article referred to by the OP, it might not be permissable for the SPECS system to match results from the A1 entry with any Exit camera other than B1 - this would obviously preclude matching to any of the C or D cameras also.

I had a good look at the SPECS on the M56 and M60 today and it's possible to see the single lens in the Entry camera and two lenses in the Exit cameras, once you get close.

They certainly look like they're paired in the way I've just outlined. I've long suspected that they were paired and I don't know of any SPECS installation with an odd number of cameras - anyone know of an example?
