If the car was unattended, and the last driver not negligent, then how possibly could the driver be sued?

But as it stands, there's legal precedence for cars on public roads being required to be insured. Plus there's the demands (at least for the private motorist) when taxing a car. Plus consider how the no-claims-bonus thing works - that's on a vehicle basis - if you own a car and have 5 years NCB, then buy a second car, you aren't (automatically) enbreastled to the same NCB for a policy for the additional car - some insurers may give you a discount, but with many, you'd start off with zero. Same for company car drivers that return to private car ownership.
