Sure. Just find an insurer that will sell you one. Or start your own insurance company, and offer them to people. There's certainly no law preventing it.

Your above question was "how can they tax their car" not "how can they tax their car online". I suppose its a legal requirement to have had a computerised MOT to get VED, since you can't get it online otherwise.

The RTA applies equally to traders and private motorists. You agree traders do not legally require insurance policies explicitly mentioning the car -- so neither do I. snip

But is entirely relevant to the LEGAL REQUIREMENTS applying to private motorists. You're claiming because the majority of private motorists get a policy explicitly mentioning the car, they're all legally required to -- they aren't.
