The "washingtonwatchdog.org" lists earbuds and headphones as being prohibited by the US govt and undoubtedly many states have similar laws for their citizens. buttuming the intent of the law is to require drivers to be able to hear, I suspect any cop could issue a ticket for wearing a helmet if he thought it was causing impaired driving due to hearing loss. Several years ago we were behind a carload of kids in Atlanta during "freaknick" (i think that was what it was called). They were pulled over and arrested as their stereo was too loud. I heard the cop saying he had given them a lawful order to make a turn on the previous street and they had failed to do so because their stereo was too loud and he cited them for a boatload of offenses including the stereo being so loud it impaired their driving. We were stuck behind them for about 10 minutes and it got nasty as they were all handcuffed and their buddies started showing up and complaining. We told the cops we were not with them but they made us all head out of Atlanta. We waited about 2 hours then drove back into town and found our motel. This was the place that had the "no crusing" street signs.
