It doesn't. If there's an opportunity, I'll explain a decision. It doesn't mean that the child in question will understand or agree with the decision.
If it's completely obvious that they won't understand the decision (e.g. telling a 1 year old why touching something very hot is a Bad Thing(tm)), or there is no time to explain, then the reason they'll get will be "Because I say so". There will also be times where I'm tired, peeed off, had a bad day etc, where the answer will be "Because I say so", and I'll give the reason as the post you're replying to.
There are also occasions where getting into a discussion may give the impression that by having the discussion, any eventual decision will be changed (e.g. the purchase of an expensive, impractical toy). The reason there will be something like "I'll explain the decision, but the answer will still be no". If pestering continues, it's "I have said no. That's the decision". If more pestering continues, then all parties are removed from the place that's causing the problem in the first place.
I'm hoping I'm not going to be *quite* as draconian as Ray, but I'd rather see a litle bit too much discipline than too little. And I'm not talking flogging in the street either!

The example given of alcohol. When at an appropriate age, if we're having a bottle of wine, any children present may be given a very small amount, watered down greatly.
It never did me any harm. Other members of my family however have a range of alcohol problems, so it just goes to show ;-)
