That's not quite how it was. The plan as proposed had some incredibly stupid ideas.
For example, take the London congestion charge zone - it's around a relatively small, highly congested, business and tourist heavy area which relatively few people need to drive in. It's 3 miles wide and packed with tube stops, bus stops, rail stations, etc, and at that size (a tiny proportion of London) going around it isn't a major problem.
The proposed Edinburgh zone was basically the entire city, or at least the vast majority of it which is inside the bypbutt - that's 10 miles wide, and not really avoidable in any real sense. It would mean that people who would normally use the bypbutt for getting from one side of the city to the other would be charged and therefore more inclined to go across the city inside the bypbutt. The only real effect, as I saw it, was that usage of the bypbutt would go down and usage of other roads inside the bypbutt would increase. As a measure to reduce congestion I felt it was badly flawed. So I voted "no". I don't believe it's my fault that the council put all their eggs in one flawed basket.
