It isn't collected by pbutting beacons of any sort, or for travelling on any particular road. The present tense is important here.
As described here - in the receent past - by those in the know, the system in Switzerland does not operate as you describe. It does not depend on any technology other than a piece of paper and a pen to make a note of the odometer reading on entering and leaving the country. It is a mileage charge for distance travelled - by some vehicles - within that country (and irrespective of the roads actually used), not a toll. The charge is not levied for the use of a particular road or stretch of road (which is how a toll is levied). It is akin to a form of fuel tax - and it is levied even on the distance travelled on private land.
The German system is more like you describe, but it was not yet operating as of May this year (according to reports) and was only "expected" to be operational by 2006. But the date has been continually slipping every year since 2002, because the technology is not right.
