We have freedoms to the extent that they do not impact negatively on others, and at that point restrictions come into play. So we wait for the accident rather than testing for driving skills?

That's racism." follow the rules to have the privilege to do certain things, like drive. I have to problem with someone who has applied for a work or student visa or is in process of getting citizenship to drive. I applaud their efforts. On the other hand, if someone enters this country illegally they have no right to anything other than a safe trip home, preferably hundreds of miles away from the border in some remote location. Or possibly if they are back for a second attempt 5 years in jail making spending time on a road gang somewhere.
