Unlikely. How can someone be eligible for a licence for THREE YEARS yet not need one, and then suddenly one day realize he has to get one TODAY?
Odds are 100 to 1 he's just finally getting around to it and is just being impatient.

That's not obvious at all. Even here in SoCal, where the automobile is king and public transit is but a pale imitation of what cities like Chicago have, it is possible to live quite well without a car. All it takes is careful choice of where you make your home.
The only people who think the NEED are car are the people who gave absolutely ZERO through to buying-renting a home near transit, shopping, and other services.
Neither of these is an excuse for a lack of planning. He KNEW he would be leaving home after age 18; he KNEW his physical therapy would eventually end and that the strength was returning to his legs.
WRONG. He is free to move about just as he has been for the last 3 years. You do not have a RIGHT to drive a car.
