I`d guess for the same reasons LGV`s trundle along at 56 -economy. There are enough other lanes to get past someone who is driving slower than the speed limit (note that it isn`t a target). I do 60 on motorways as a general rule because I drive 2000 miles a month and have to pay for the petrol out of my own pocket, not on expenses. 60mph makes a VERY big difference to my fuel bill. The car is capable of doing at least 125mph, since I`ve had it that fast and checked the speed with a GPS unit (obviously NOT on a public road, private secured land all the way). But at 125 mph you can practically see the fuel gauge going down, and I didn`t feel like seeing how much more was left in the car.
Remember that one goverment thinktank has suggest lowering the speed to 60mph on motorways to reduce the environmental impact of cars. What I think would be a better plan is to extend the charging system proposed (the little black boxes and charging you according to road type and time) to include speed, and use the money gained to improve public transport to make it feasible (for myself, public transport absolutely can not get me to work) for more people - either that or projects that would make a real and lasting difference to the environment - carbon sinks and the like. But extend the system such that if you`re doing an economical speed charge you less, if offset the additional pollutants released.
That way if you want to drive faster than you can do, but you pay more for the extra damage you do to the environment.
