A dual three lane carriageway in a non residential area, where there are very rarely pedestrains, but a wide pavement set well back from the road, should have a limit of at least 50. In the Poole area, we have some roads like this with a 30 limit.

In most cases the speed won't have been the main or only factor. If a compromise is being made which realises there will still be rests, it is criminal to not do the job properly and intelligently, but try to solve all driving problems just by reducing speeds to the point where little damage will be caused no matter how stupid the driving.
Why is it that some people think you have to either be a total lemming and just drive around exactly at the speed limit, OR be a petrol head boy racer? There is another group between the extremes, the majority of mature sensible people that can actually guage a reasonable speed for the road type and conditions, and don't like to drive well below the speed at which all possible likely and unlikely problems can be safely avoided.
If the road has any feature close to the road from behind which a buggy, child or whatever could be about to cross, then there is not good visibility either side
This has nothing to do with speed limits which are too low. I don't have a problem with speed limit set against the requirements of the immediate environment, but it must be done and enforced intelligently, or the result is that drivers will simply disregard all limits.
Different point. I'm not talking about cities, or if roads should replace pavements.
