Because the car in front of him stopped. For no good reason.

He had no reason to believe that on entering the box he would have to stop due to stationary traffic, the box until it is.

Both he and the car in front crossed the stop line on green. Try to keep up.

IOW he wasn't committing any offence. You mean apart from ignoring the traffic light AND entering a box junction when it wasn't clear to exit it?

He did neither of those things. Have you read *any* of the OPs posts?

This is perhaps a perfect example of why the HC is wrong and following it is a poor subsbreastute for actually thinking. The car in front of him stopped at the far side of the junction at a repeater light that doesn't even have a stop line, and is not intended to apply to those who have already crossed the stop line before entering the junction.
