It's been answered before. Limits should be based on traffic studies. You set the limit by the natural flow of traffic. Most drivers are not stupid and will drive at reasonable speeds. You use the 85th % rule to set the limit. Engineers have proven this is the safest, and most effiecient way to set limits. When you don't use that rule you are reducing safety and eficiency. The reason you can't comprehend that simple rule is that you are use to driving at artificially low limits. So instead of being a limit, you are using it as a recommended travel speed, which it is not supposed to be. Like other skills you can acquire, if you don't use them you lose them, so you have lost your ability to judge the proper speed for road conditions. Some of us practice using this skill, so we know better than to blindly follow the numbers printed on a sign. We can tell when those numbers are too low, or too high. We adjust our speeds accordingly. If you, and others like you, practiced using your brain a little bit more, traffic would flow more smoothly, and safely.
