If you see "lots" of people doing three figure speeds, then you are not driving on UK roads.
I drive 20,000 - 35,000 miles per year, most of it on motorways, with frequent 200 mile journeys. I will usually be driving at around 80-ish on three lane motorways, when conditions and traffic levels are suitable, and I would say it is usually only once or twice per journey of that length on average that somebody comes past me doing more than 15 mph above my speed.
This idea you seem fixated on that the speed limit is a "target" just shows that you are not a responsible driver.
I am quite sure that 99% of drivers do not regard the speed limit as a target.
They have the same number we do - NONE.
Cyclists are no more allowed on the German Autobahns (which is what we were talking about there) than they are on our motorways.

The FACT is that on the roads they have without limits, the accident rate is higher than our motorway accident rate.
Of course the lack of a speed limit is not likely to be the only factor, but the point is that you can't really say it "works" when they have a higher accident rate.
One day, perhaps you should drive in Germany away from the Autobahns then.
I haven't done so often, but I when I have, the speed limit has been MUCH more rigorously observed than here.
I haven't seen particular evidence of it being more rigorously policed, but that hardly appears necessary.
