You have to *hope* that drivers have sufficient judgement to do that. Frequently they don't.
See above - I don't agree that all drivers *have* good judgement!
And that is why the authorities aim to keep speeds down in hazardous areas.

But an awful lot of accidents also happen out on the 'open' road - I should know, I attended loads of them! These drivers who you trust to drive at 'appropriate speeds' tend to go too fast around bends and either leave on the nearside (on a rh bend) and end up in a field - or drift across the road (on a lh bend) and meet opposing traffic head-on.
It is an inescapable fact that as speed increases - so does the risk of an accident. When is it that the majority of police vehicle accidents occur, despite the best training in the country? - yes - when they're driving fast on a shout. There are a hundred and one things that can happen as you are driving along a road - and the faster you are travelling the less chance you have of successfully coping with it.
Yes I have. It is a preventative measure - in the same way that truck drivers are prosecuted for exceeding their hours and restaurant owners are prosecuted for incorrect food handling. No different.
Have you ever known anywhere where urban speed limits have suddenly been abolished?
